Oversee and maintain the quality of the City's materials testing laboratory and engineering functions as they relate to design and construction of City infrastructure projects. Duties include:Identify training needs of section staff and provide or see that the necessary training is provided; supervise and evaluate assigned staff; establish and maintain systems and procedures to ensure the quality of the work of the section; provide timely, accurate service in response to customer requests; serve as liaison to professionals in the field in the private sector and other public agencies; control testing activities during construction projects; spot check data for errors; meet with inspectors, engineers, contractors, and/or developers to determine corrective action required when there are discrepancies between work done and the approved plans, specifications and standards; solicit and respond to input from section staff concerning activities of the section; predict resource needs such as personnel, equipment and software; perform calculations and operate computer software; establish work priorities within the materials laboratory section; serve as section liaison in division efforts to improve the accuracy and efficiency of interrelated systems, processes and procedures; research and propose necessary changes to systems, procedures, and equipment; anticipate workload trends; serve as section advocate to management on behalf of section issues and needs; alert division management to industry changes; establish and oversee a preventive maintenance program for section equipment; maintain and repair materials testing equipment as necessary;
•obtain necessary data and design pavement structural sections; determine whether or not street sub-grade meets the specification for stability; evaluate tests on asphalt concrete in order to specify oil content and mix design; take samples of construction materials for examination or analysis by laboratories; act as or supervise the activities of the radiation safety officer; supervise and coordinate pavement management system.
