    • Throughout the years, I have had the opportunity to gain much experience in the geotechnical, logistical, operational and project management fields of Civil Engineering. I have proven others and myself a high quality of work, responsibility and professionalism.
       Experienced in all type of field activities as well as coordination and supervision, health and safety awareness in all field operations, onshore and near shore executing all objectives in a courteous and timely manner and always providing excellent QA/QC of geotechnical exploration programs.
       Previous experience as supervisor / logger in extensive drilling campaigns onshore and near shore, land rigs and barge-mounted rigs operating in a wide range of environmental conditions. In addition, familiar with several drilling techniques such as wet rotary drilling, wire-line and Geobor-S for both soil and rock coring methods. I have extensive knowledge and experience with several in situ testing methods that include for example Standard Penetration Test (SPT), Cone Penetration Test (CPT) and Vane Test. I’m also familiar with both ASTM and British Standards for soil and rock sampling such as split spoon samplers and thin walled tubes, wire line samples and rock coring.
       Experienced in basic soil testing laboratory procedures (i.e., classification, Proctor, Atterberg Limits, sieves, hydrometer, vane shear etc.) and with advanced soil and rock testing (i.e., unconsolidated-undrained triaxial compression, incremental consolidation, point load index and unconfined compressive strength for rocks)
       I have had the opportunity to participate in several projects within Panama and International Geotechnical, Geological, Geophysical and Survey Projects such as:
       

      CHEC (China Harbor Engineering Company) Cheddi Jagan International Airport Runway Extension Project CPTU, Timehri, Republic of Guyana (2014). Geotechnical Exploration using Cone Penetration Testing for the runway extension of Cheddi Jagan International airport runway. A total of 40 CPTU tests, 2 Vane Shear tests and 1 Dissipation test. Carried out as Senior CPT Operator and Project Engineer. Analyzed all data for QA/QC and structured for final reporting.
      EMALL (Exxon Mobile Alaska LNG, LLC), Alaska LNG Project, Onshore LNG Facilities Geotechnical Site Exploration, Nikiski, Alaska (2014). Overall Project includes building a natural gas Liquefaction plant (LNG) with a marine terminal on the south central Alaskan coast, a gas treatment plant (GTP) at the North Slope of Alaska and a gas pipeline that will carry treated gas from the GTP to the LNG plant. Performed 25 geotechnical borings, 8 geophysical Downhole seismic tests and 2 geophysical wireline logging (E-logging). Carried out as field geotechnical engineer and geophysical operator for logging and Downhole testing.
      Onshore Site Investigation for Gatun Dam using Seismic Cone Penetrometer Testing, Third Locks Project Panama Canal, Panama (2014). Project consisted on 18 Seismic Cone Penetration Tests (SCPTU). Carried out as Project Field Engineer, logistic Coordinator/ HSE Coordinator/ CPT Operator and Project Engineer.
      Pacific North West LNG Project Geotechnical Investigation, Lelu Island, British Columbia, Canada (2014). A FEED-level geotechnical study for the PNW LNG Project that consists of the design for the construction of both onshore and marine facilities. A total of 27 geophysical surveys, 6 test pits, 64 onshore borings, 6 nearshore borings and 8 nearshore cone penetrations tests. Carried out as field geotechnical engineer and CPT operator for both onshore and nearshore works.
      Geotechinical Investigation PEMEX Exploracion y Produccion, Bahia de Campeche, Mexico (2013).  A three (3) month secondment with Fugro-McClelland Marine Geosiences, Inc. in Houston, Texas, U.S.A. to asses with all static and dynamic analysis foundation designs and recommendations for a fixed offshore platform to be installed in designated area in the Gulf of Mexico. Calculations of static pile design information, which include ultimate axial capacity curves, axial load transfer (t-z and Q-z) data, p-y data, and curves of soil resistance during continuous driving for various diameter steel piles, together with evaluation of dynamic soil data with foundation design recommendations for earthquake loading conditions, which include results from free-field site response, liquefaction and dynamic soil-pile interaction analyses. Also assigned laboratory advanced testing, review and evaluation of PCPT and in situ vane data, selection of design soil parameters, engineering analyses and reporting.
      SKEC Paco Power Plant Site exploration, Punta Rincon, Panama (2013). A complex drilling campaign due to the remoteness of the area of interest, twelve (12) borehole explorations with various geophysical in-situ testing to assess the foundation designs of the new thermoelectric power plant as part of the Minera Panama Project. Carried out project as Field Engineer aiding and supervising all drilling locations as well as all logistics regarding equipment moves. Also carried out as project geologist.
      Grupo Unido por el Canal (GUPC) Onshore Site Exploration for Third Set of Locks Project, Atlantic side, Panama Canal Expansion Project, Panama (2009 - 2013). Project consisted of thirty-five (35) CPTU test for the proposed Lock Gates Route, to support the Panama Canal Expansion project. Carried out as Project Engineer/ Senior CPT Operator/ HSE Coordinator / Logistics Coordinator. Mr. Luis worked in another Site Exploration Program which included 76 onshore CPTU and 26 in situ Vane Shear tests. Carried out as Project Field Engineer, logistic-operations Coordinator/ HSE Coordinator/ CPT Operator/ Vane Shear Test Operator. Also, Mr. Luis participated in 3 weeks Program consisting of 26 CPTs and 5 Dissipation tests. Responsible of CPT rig and explorations. Depths vary from 15 to 40 m.
      Near-shore Site Investigation for Intake & Outfall Tunnels, Escondida Water Supply Project, Puerto Coloso, Antofagasta, Chile (2012). Responsibilities consisted on Mob/Demob operational, logistics and communications of Skate III. Also as Field Geotechnical Engineer on Jack up barge for the site investigation. Responsible for logging, sampling and performing packer tests on seven (7) boreholes for the Escondida Water Supply Project in Puerto Coloso, Antofagasta, Chile.
      Vopak Argentina B.V. Marine Site Investigation Program for new dock facilities in Bahia de Las Minas, Colon, Panama (2012). Project consisted on 20 Boreholes. Carried out as Project Field Engineer logistic/operation Coordinator. Also performed various Laboratory tests in FPAN Geotechnical Laboratory.
      MPX Coal Terminal La Guajira, Colombia (2011). Nearshore Site Investigation consisting on 8 boreholes and 6 Cone Penetration Tests with pore pressure measurements. Carried out as Project Field Engineer and CPT operator.
      Onshore Site Investigation for Gatun Lake Dam and Saddles, using Seismic Cone Penetrometer Testing (SCPT), Third Locks Project Panama Canal, Panama (2011). Project consisted on 40 SCPTU. Carried out as Project Field Engineer logistic Coordinator/ HSE Coordinator/ CPT Operator.

      CPT14, Las Vegas, Nevada. 3rd International Symposium on Cone Penetration Testing May 2014. The theme of the Symposium was the solution of geotechnical and geo-environmental problems using the Cone Penetration Test (CPT). Particular emphasis was placed on the exchange of practical experience and the application of research results through key note lectures and panel-lead discussion sessions. The technical and social program provided an opportunity for meeting new contacts and an exchange of ideas and experience.
