Leonardo is a Civil/Geotechnical Engineer with over 25 years of engineering experience. He has diverse background in applying the principles of geotechnical engineering to the design and construction of civil engineering projects in Canada and internationally in the mining, pipelines and transportation industries. His extensive experience encompasses engineering studies management, particularly in tailings dams, from conceptual, pre-feasibility, feasibility and detailed design level to the construction. Mr. Moreno has a solid knowledge on material characterization and dam-fill evaluations. He has developed several test fill procedures to evaluate fill material placement and compaction, particularly for rockfill, granular filters, and low permeable soils. Additionally, he’s an experienced professional for developing technical specifications, drawings, and overseeing records of construction to fulfill Global Industry Standard on Tailings Management (GISTM) requirements. Mr. Moreno has led construction quality assurance (CQA), resident engineering, and Engineer of Record (EoR) of large projects, particularly for the construction of earth-core rockfill (ECRD) dams, foundation assessment for mining infrastructure (i.e., plant site), as well as geohazard and sub-surface assessment for large diameter pipelines’ projects. Due to his effective interpersonal skills, he is often the liaison between a multi-disciplinary design team of engineers and geoscientists. He’s been involved on a wide range of large projects, in Argentina, Bolivia, Chile, Peru, Dominican Republic, USA and Canada. Based on his extensive field experience, he had strengthened his academic knowledge because of the dedication to continue learning for his professional development. He’s an active committee member of the Canadian Dam Association (CDA), the Comite Argentino de Presas (CAP) and committee member of ICOLD Tropical Residual Soil Technical Committee (vice-chair). He is a registered professional engineer with Engineers and Geoscientists of British Columbia (EGBC), Alberta (APEGA), Saskatchewan (APEGS), Argentina (CIJ) and Bolivia.
