normally consolidated clay

Hi I want to make a model footing test on a normally consolidated clay. I will buy blocks of clay ,which are slightly loaded. I know that bearing capacity is Nc*cu=5.14cu for a strip footing. Before the model footing test ,where we apply a vertical stress up to the bearing capacity ,we have the consolidation. How do we select the value of consolidation stress? Is the value of the undrained strength of clay the criterion? How can we decide about the value of this stress?
