Stress change under large fill area


I am currently working in Malaysia. I have face some analysis problem. I have a 30m thick of soft clay. 1.5m of crusted layer (Cu = 15kPa). Follow by Cu=8kPa at around 1.5m to Cu= 13kPa at 30m depth. Cv = 2m2/yr. Now, i am going to backfill my site with 1 meter of compacted fill material. ie. this is large fill area with width of the so call 'embankment' equal to 2000m to 3000m. The question is, 1. Shall i take full soil depth of 30m for settlement analysis? 2. Can the stress change actually go such deep with only 1m of fill? 3. Is there a way to determine the zone of influence?
