The use of comparative experience in geotechnical design

In the new Eurocode 7 it states that: "comparable experience is documented or other clearly established information related to the ground being considered in design, involving the same types of soil and rock and for which similar geotechnical behaviour is expected, and involving similar structures. Information gained locally is considered to be particularly relevant." My question is: In which way is comparable experience applied in real life design? In which is this experience documented and in which way is it available? Best regards!
